A good first step would be to stop creating conditions that bring the idea of radical responses to those conditions as the only remaining alternative. That would, in part, entail shedding xenophobic rhetoric.

I think the answer is to remove the "Muslim" from your above sentence. These people are criminals, just as Timothy McVeigh was a criminal. All Muslims are not criminals, any more than all white people are. The VAST majority are peace-loving good citizens.

You view them as misbehaving ‘members’ of humanity’s social order and are looking for a way to address them according to some sort of benefits and rewards vs punishment scenario. The science of behavior control is very well developed. However, it is useless or even counter productive to apply such logic in this circumstance.

The motus for change lies in something more fundamental. It lies in how we and/or they view the destiny of humanity. It is possible to define a common ground and from that a new direction but not likely considering the complexity of the politics and the stubborn incompatibility of the social authority.

It definitely will not be resolved by keeping a focus on what we love or hate about Bush.
