But they are not paid for dying in the commission of a terrorist act. What American soldiers do and what suicide bombers do are not equivalent.

Their families really aren't paid for them dieing at all (at least not $250k or even $25k). Its life insurance not a direct payment for dieing while killing "the enemy".
