In the timeline of human life, there was no natural expectation that the brain of Ms Schivo would ever repair itself. As to functionally dead, I simply repeated your term. The real state of Ms Schivo has no relavence. Little is known of what dreams or ideas exist in fetal time line of life. But that life, the brain will will evolve if not murdered in the womb. It is a major black and white difference. But again the has nothing to do with the simple idea that an adult has the right to refuse medical treatment and a spouse is the natural person to speak for another if that person cannot speak for themselves. This is the simple core of the Schivo case and has nothing morally relavant to the murder of one's own child.

Taking another human life is murder. You say the government should have no say in the morality of murder. You grasp at suggestions of compexity where in fact the science and technology reveal very simple truths. That you cannot see the simplicity of those truths is sad.
