If London turns out to be AQ or similar group then that makes him out to be a liar as well. Otherwise, Brits can simply conclude that Bush does not include the UK or any of our allies in his protection scheme. Bush is nothing if not self centered.

I don't blame anyone but the terrorists for their crimes. I think the chimp has been a powerful recruiter for them, invading a country that, although it was a brutal dictatorship, wasn't sponsoring any terrorism, and didn't have any indigenous terrorism. If we're going to defeat these monsters, we have to work to enlist moderate muslims, not alienate them.
