He did lie. Even the initial police reports point to numerous signs that said it was Al-Qaeda, from literally their first observations. As chief of state, Aznar had access to all that information. Still, he not only ignored it, but also pushed the UN to condemn the ETA for Madrid bombings, less than a day after the bombings.

Would he have been so desperate to blame ETA if elections were not so close?

It was political manipulation, over the dead bodies of more than 190 people, and Spanish people did not appreciate it.
