Downing Street proves the intent to defraud the American people and congress. Hundreds of people who were involved could testify to this. There are many examples already out there, like Lt. Col Kwiatkowski whose report on Libya (being no longer a danger to us) was rewritten by Cheney's people to make them look like they were still a terrorist state. Then along comes the big oil deal with Libya and Bush gets a photo op with Libya handing over "WMD's", just old weapons they'd never have used anyway. One case of fraud. The fraud to justify the Iraq invasion was much bigger, and is still going on.
