Fair game meant that they were going to do something to Plame to HURT HER. If she was simply, say, a bureaucrat at the CIA then stating that she's the wife of Wilson does what exactly to her? Why aren't you concerned about the national security implications of this case? Why have Republicans abandoned the security of the US of A in favor of propping up someone like Rove? Why do Republicans put Rove and their party ahead of national security? Why?
