Sudan never made that offer. A rightwing myth to help support a pack of lies book called "Dereliction Of Duty" which was pure smear. Bush is ethe one guilty of dereliction of duty as Osama is still at large four years after Bush pledged to catch him.

On the supposed Sudan offer, Fox News did a round table investigation of experts and the facts came out. Someone in Sudan called someone in Yemen with this story about Osama. It was not not high level, not official, not taken seriously and never went to the White House, though I'm sure they heard about it later. If it had been a serious offer it would have been done through proper channels.

Also remember, that was before 9-11 and even the USS Cole (which Bush never did anything about in 2001 despite all the rightwing's carping about it) and Clinton still fired 300 cruise missiles at Osama, a helluva response for two African embassy bombings. Too bad he missed.
