Basically, he's saying if Bush or Cheney gave rove the info. he wasn't authorized to have, Rove has no legal liability for passing it on to the reporters. Bush would have had to dig real hard to uncover that Rove was the leaker. Which is why he said "we'll probably never know who leaked".

Looks like Rove is trying to find a loop hole by saying he just revealed Plame's identity (Wilson's wife) and not her name. Kind of like saying, you know, that woman married to GWB.
