Not according to the administration.

Rather, they seemed to base their statements on that merry band of 'Intelligence analysts' run out of the Pentagon by the V.P.'s office (which, not so incidentially, conflicted with the conclusions drawn by the mainstream DIA/CIA/State Department analysts....)
