On an over-all basis, he was generally pretty inept in such matters (like the Indonesia bombings, etc.)

As far as the 'cash' for 'martyred families' program he was mostly just keeping up his PR competition with the Saudi Arabian Royals, and the Theocrats in Iran.

The Saudis gave FAR MORE money --- per family and over-all --- to the families of suicide mombers killed in attacks on Israel (and they STILL DO).
