Kerry is much tougher on actual terrorists than Bush. Bush promised to get Al Qaida and Bin Lauden after 9-11 and so far hasn't done it. He simply changed the subject to Saddam after Tora Bora and has hardly mentioned Osama since.

Kerry had a much cleaner approach to defeating terrorists. Go to exactly where they are and destroy them. Don't start a costly war and lure them to you. That gives them the decided advantage.
