Not all of the settlements are outposts, and most of the settlers don't live in outposts. The suburbs of Jerusalem, which house hundreds of thousands of people, are considered settlements.

Fair enough. I guess the non-outpost settlements you describe would be better referred to as "encroachments" or something like that, eh?
