Let me get this straight, it is legal for US firms to to plunder and defraud the Iraqi Development Fund?!!

Plunder and defraud sounds so dirty. Think of it as an enhanced billing process. I imagine the US contractors in Iraq are celebrating as we speak.

You may have seen that Halliburton plans to sell off Brown and Root. This suggests that Halliburton sees the pot of gold coming to an end.
