I suspect you know that it can be rather tough to get anybody for anything under the National Security laws.

You generally have to had come across the info as a result of having the proper clearance. And disclosure has to be intentional to amount to anything.

There was the case some years back of a couple of nerds who worked out and published on the web how to build an atomic weapon. They had no clearances and did it from publicly available info. DOD tried to nail them for violating the NS laws and was unable to do so.
