Bin Laden specifically and repeatedly cited the US military presence in Saudi Arabia as a principal motivation. We can debate if our presence there is right or wrong or necessary or not, but that's what Al Qaeda said motivated them to carry out 9/11.

Indeed, the U.S. occupied neither Afghanistan nor Iraq when 19 suicide bombers decided to murder 3,000 innocents on 9/11.

The U.S. was "occupying" Saudi Arabia at the time.
