Gonzales was far from the most conservative judge in Texas. But the again, GWB is far from the most conservative politician from Texas.

It is about packing the Supreme Court with Conservative minded judges.
Historically, "packing the Supreme Court" harks back to FDR's (a liberal) threat to increase the number of USSC justices beyond 9.

There is NO requirement in the Constitution as to political POVs of the justices on the Court. If you can fins such, post it.
