Yes if enough people are delusional, you have to take the delusions in to account. If enough people think American soldiers in Dharan and Riyadh amount to an occupation of Mecca and Medina that doesn't mean we should pretend that the claim is true but you can think about people's reactions and even respond to them, without having to actually accept them.
