I suspect they will have to get hit two or three more times before they really toughen up. Then, "NRAMP." National Relocation Authority, Muslim Persons. Britain is a small country and if the greater community turns against a person or group they'll have few places to hide. The islamist terrorist faction in Britain (in a fashion similar to Palestinian terrorists in Israel) has managed to protect itself mostly through thuggery. For this reason they are disliked and feared by the wider muslim community (which does not have the litany of grievance the Palestinians own) and because of this it will be possible for the British to infiltrate them to a greater degree each time terrorist attack is successful. The Brits have had decades of dealing with IRA terrorism and their procedures can be ramped up to deal with the islamist version. Unlike the IRA terrorism this version has existential goals - security services and government know it and will be more vigorous in pursuit. I expect they will get lots of cooperation from the greater muslim community. "NRAMP" will remain the elephant in the living room nobody talks about but always keeps an eye on.
