The "handlers" don't give the politicians their ideas, they just tell them how to present the ideas, or when and where to push one of their ideas instead of another.

The politicians also select the handlers.

Maybe I'm just too naive. What's your solution?

I'm not sure that any solution is needed or that if one would be useful in some ways it wouldn't do more harm than good overall.
