In Britain, I think it is obvious. They give amnesty to clerics who preach hate from their mosques and they don't do enough statistical profiling to monitor potential threats. They will learn. If 95% of terrorists are of Middle Eastern decent, then any statistician would tell you that you need to monitor that society living in your midst a little closer. You call it racial profiling. I call it common sense.
