All they have to do is leave the impression they are willing to do it sometime, for the weapon to be effective. We can't be sure that a more reactionary Chinese leadership might not decide that modernization has gone far enough, and they wouldn't mind slamming on the brakes in their economy, no matter what the price.

Not likely to happen. But the very existence of the possibility is worrisome.
