While there may be reason for the U.S. to want Bin Laden or another figure in the public eye (although I admit the reasoning does not seem as compelling as having a public triumph), I don't see any reason for the rest of Al Qaeda to play along with the ruse.

I think the problem is that there are no more than a couple of 4 man teams looking for him, and some satellites. Everyone else is in Iraq or following Hillary Clinton.
