"Fitzgerald said Rove is not the target" Totally irrelevant. What is relevant is that Rove was one of the ones that leaked Plame's status. Bush had pledged to fire and/or hold accountable anyone who leaked classified information and/or Plame's status. Rove has admitted to doing that. Rove's status has been upgraded to "subject" in the investigation. He very well may get the upgrade to "target". Regardless, he was, by his own admission, at least one of the leakers.
