"The truth is never a diversion" it can be when it is irrelevant to the discussion at hand. If the discussion is that Joe was mistaken about some issues, then that web page isn't a diversion. If that page is supposed to address whether or not Rove broke any laws or outed Plame, then it is a diversion. Given that several of the claims on that page contain contradictory information or information that, as presented, are contrary to the facts, then it might fall into the diversion area.
