The primary target of all opposition groups, including militant ones, is their own government. In this respect your statement is no more or less true about Saudis than any other government.

We are being targeted in the US because of our close association with corrupt regimes such as that of SA. So I don't think of them as an ally in the "war on terror". Rather I see them as a big part of why we have this war to begin with.

As we speak Saudis are spreading their intolerance around the world and Bush is doing nothing about it. I disagree with your labeling the problem as "culture of the region" unless by "region" you mean the Arabian peninsula and a narrow land surrounding it. Pakistanis did not have such a culture to suicide bomb in London. Nor did Moroccans for that matter (but now you are hearing about them more and more in the news).

BTW, the spread of this Islamic terrorism got started by King Faisal who told Sadat just as Jews have used religion to their benefit, it should be Islam and not nationalism (a reference to Naser) that should be the weapon against them. What we see now has been in the making by Saudis for a long time.

As a final point, I don't know if you can read Arabic, and if not try to find some translations, take a look at what Saudis have been teaching in their schools and Mosques for the past 40 years. Who do you think will come to rule the country? Someone from Mars? It is now ruled by 70 somethings. When they are gone you'll really see the fruits of the tree planted long ago.
