Very interesting idea. Thanks for finding it. An interesting thought is should the term be 18 years in a fixed rotation so that if a justice retires before the end of their term the successor would only fill the remainder of the original 18 year term? That would ensure a fixed 2 year rotation. Then you could have a prohibition against renominating if they had had served more that six or 9 years. We do that now with the Presidency.
