Thats a good point. MANY years ago I was with a very large CPA firm. We were hired to audit the govt. (a job the GAO does normally). Every program is supposed to be audited. We found the books in SUCH A DISARRAY we had to report that the governments books are UNAUDITABLE. I cant even BEGIN to estimate the waste, fraud and corruption that must go on in those programs as the books are kept so sloppily that there is no audit trail to follow. This is just ONE of the reasons I believe everything should be pushed down to the lowest level possible (state, ideally local govt.) and the Federal govt should only be responsible for National defense and interstate transactions. If the PEOPLE knew how bad it is we probably would have the revolution I have been waiting for. jdn
