Clinton lied under oath testifying in a legal case. That legal case was related to the operation of the government. Any perjury committed during that case is perjury that "relates to the working of government". The courts are a branch of government and perjury obstructs or harms or misdirects their working.

Now it can be argued that this specific testimony shouldn't be considered relevant to the case, and that Clinton should not have been forced to give testimony about Monica Lewinsky during the trial, however if you believe that the answer is to get the law changed, not to give Bill Clinton a pass on the law he signed, while other people still are subject to that law.
