1990 Aug 3, US announced the commitment of Naval forces to Gulf regions.

1990 Aug 5, An angry President Bush again denounced the Iraqi invasion of Kuwait, telling reporters, “This will not stand. This will not stand, this aggression against Kuwait.”

Doesn't sound like a big delay to me. Or do you think that the president should make a public anouncement that the US will intervene with massive force the moment that some invasion we don't like happens?

Not to mention that the idea of removing Saddam's forces from Kuwait was hardly "bad advice".
