Once the Iraqi army surrendered the U.S. should have pulled out. Surrender is a legal contract, just as are treaties. By maintaining a war footing after the war was over Bush Sr. certainly led the people in the area to beleive that he was not honoring international norms. That made them feel justified in violating norms too.
