No, neither littering nor jaywalking are part of the operation of government. Neither is having sex with an intern.

Not at all. Littering and jaywalking are not normally considered offenses worthy of impeachment. Perjury is. If Clinton jaywalked, it is very unlikely that it would ever result in a prosecution and court case, but if it did and if Clinton lied under oath in this case, then he could have been impeached for perjury. He never would have been impeached for littering, jaywalking, or having sex with an intern.
