I agree with your analysis. And so was Clinton a part of a "organization" albeit a different one. But in the end it is the people (press and the rest) who decide.

The four Republican Senators who voted along with the Demos not to impeach Clinton did so because of pressure from their constituents who symbolized Clinton with their prosperity.

Not sure if Bush symbolizes anything to those people (the 20% swing voters if you assume that 40% are Demos and 40% are Repubs)
