You are still fishing and twisting to create a legal responsibility that does not exist explicitly in law, precedent or custom. No SOTU has ever been scrutinized for accuracy and consequent criminal liability. It doesn't happen. So who is going to make it happen now? Who is injecting that idea into the debate in official or media circles? Has any leading Congressional Democrat raised the idea on the floor of the House or Senate, or in an interview? Those are serious questions if the notion is anything more than a chat board declaration.
