he was saying that those who are bearish are betting against America.

I didn't hear this comment but Brinker's always had a stinging rebuke for the bears and perma-bears. So it wouldn't surprise me to hear him say something like this, although, I think he's probably referring to those people who make an institution out of being bearish.
