Bush cheated to win in 2000, 2002 and 2004. His winning streak is over. People no longe trust him. He will be lucky to finish his term. This is just like Nixon-Agnew in 1973 except Nixon beat McGovern by 20%. Nixon's approval rating fell from 60% to 15% in the first two years of his second term. Delay is already at 15%. Bush-Cheney may be headed down there too. Even below 45% he's so weakened that he's a drag on the ticket in 2006. Then he's very vulnerable to impeachment for lying about the WMD's.
