Plame was DEFINITELY a covert operative and asset. The CIA would have never insisted upon this investigation in the first place if she'd not been an important covert operator. She worked for a CIA front company in the middle-east area, an energy services firm which took many years to set up. Just because she had come home doesn't change anything as outing her name makes every single operation and person involved with the front company vulnerable, and wastes many millions of US tax dollars not to mention weakening our national defense, especially since she worked in the WMD's field. At the CIA her name was kept secret, perhaps to keep her anonymous for future CIA operations. This kind of outing could even create another 9-11. As Bush Sr. said it is "insidious treason". It is irrelevant if her a neighbor or two knew she was Agency. And notice your Bush-friendly Whitewashington Times article gives no sources for for info. And remember, the WH and RNC are in full cover-up and disinformation mode. The Washington Times does almost anything the WH wants. They too are guilty for lying about WMD's to us after all.
