Has Congress officially declared war? And I thought the Pat Act was the reason someone could be called an enemy combatant, thereby losing his Constitutional rights as a citizen. The guy may be guilty as sin, but it's been over three years - no charges brought. If they have anything, why aren't they using it? I'm not getting this.
