I looked on the web and could not find any kind of mange that is untreatable, Suma. I read several articles. Here is one that is a pretty complete description of all the kinds of mange:

It may be that the treatment is expensive or takes too long for Animal Control to consider it worthwhile, but euthanizing a dog because of mange doesn't seem quite right to me. You might want to get a second opinion from a vet on this.

Hamburger isn't really complete nutrition for dogs. If you still can't catch her you might want to get some kind of stress formula dog food and also put dog vitamins in it, so she starts being able to rebuild her health while she builds up more trust in you at the same time.
