If they don't carry around their little mat and a copy of the Quoran, or at least one of those items, they are not hardly fanatic enough to blow up everything including their own sorry self.
Also checking their face direction with a compass certain times of the day may give away some hints.
Any other great ideas to add to that vermin algorithm?

Well, UK is working on a national ID card. The U.S. already has a national ID card. It's called the driver's license. The problem is that it is completely useless, because we don't enforce standards and don't use it for all the value it can bring. I'm all for national ID cards. No ID card, no job. No ID card, then you should be deported. End of story.
