Actually, it was the White House the ordered the Special Investigation into the Plame (and her blabbermouth husband )matter.....


That is only true in the sense that the Justice Department is part of the Executive Branch and that the Attorney General reports to the President.

In actuality, once the CIA asked that an investigation commence, and once the counterintelligence division of the FBI agreed that there was probable cause to believe a crime may have been committed, the Attorney General was bound by the law.

Also, Attorney General Ashcroft recused himself from the investigation after it had been started. The President did not name the Special Counsel. Ashcraft recused himself and all his senior staff and delegated his authority to Deputy Attorney General Comey, and Comey appointed Fitzgerald.
