The first being a need to know. This is something not understood by many non clearanced types. I had a top secret being on submarines, hell perhaps still do. Anyhow does this mean I go to the radio room and look at the ciphers of the day, hardly. Need to know is everything when it comes to information. I could tell a sea story about just such an experience doing radio traffic and the debriefing and you would have thought I was a commie or something but we lived through it:)
