I don't remember his exact words but this does not seem to add a "qualifier" to me....As I recall he said if anyone had been involved in wrongdoing he would fire them.....

So if Tom Delay should be indicted, he will have to step down as Majority Leader. if Rove is indicted he could stay on board in the West Wing because no crime would have been proven, only claimed.

Would he step down in indicted? Would Bush help him down if he was indicted?
