Hi Elroy - Japan got first choice of industries. Many dumping charges against Japan were undercut by various admimistrations in Washington concerned with National security, and wantinga prosperous Japan to serve as a barrier to Russia.

Japan had to dump - sell well under the wholesale prices in Japan , and under the actual cost of production.

In many cases, China is not selling under the cost of production, their costs are so low they can make a profit.

China has allowed much more FDI, so US firms and investors can make some of those profits.
