LBJ was unlikely to appoint anyone that could stand up to him. Most military people at that level are like politicians. They will kiss up to POTUS - as they should under the chain of command. But, there are times when you need some of these guys to stand up for the country rather to kow tow to some President using the military for his own political or personal agenda.

From what I understand, the only military person that ever stood up to LBJ (even remotely) was General Wallace Greene, Marine Corps commandant. He was a JFK appointtee.
