Some things are obviously common, such as the air we all breath. That study has a guideline for when a regulation is useful or necessary. That is when it touches upon a common.

But abortion is quasi-regulated. By this reasoning, should it be completely unregulated because the female bod is not a "common?" (at least you hope that it has not been a common if you are the guy.) Or should it be regulated because we share the same process in common to be conceived and born?
