Sounds easy, but since a crime had been alleged, he'd have been asking for a waiver of 5th Amendment rights which is dubious.

Since you asked I will give you my take. My bet is that he probably did something close to what you suggest.

The problem is (IMO) that valuable people in his administration were implicated. So, because being loyal to his team is of more importance to him than the principle of being totally truthful, it was decided to try to spin it and take their chances. They know that this is a very hard case to prosecute, and they have the advantage of a full court press righty media blitz. Personally I think it is as likely as not that they will get away with it.
