I wouldn't be surprised if Plame went to the Canadian side of Niagara falls three years ago on vacation, and that counts as being a covert CIA agent outside the US within the last five years.....

Remember that the CIA, who should have some idea of her covert status or not, turned the case over to the Justice Department and that started this whole deal. Now true, you could argue that they weren't aware of her status either and did this for strictly partisan reasons...

Let's see. Wilson was known to everyone. His Wife gets him an assignment. So...you take a high profile person, known to everyone and get him a job at the same agency his supposedly underthecovers wife works at and then think no one will take a look right?

Yeah....that how to insure the protection of idenities.

I would think that a person making international phone calls on behalf of the CIA while pretendending to be working for a civilian firm would be serving outside the United States. In this modern age of communication it is not necessary to be standing on the dirt across the ocean.
