My concern is that western security services focus more on open, First-Amendment-style protesters than the secret cells that seem to carry out most jihadist attacks.

Yes, protesters are making their points in the open. As long as they're in the open, we're fine. It's a long way from demonstrating, peacefully or not, in the open to criminal acts, such as have occurred with the escalation of anti-abortion protests, something that is not condoned by most protesters. And an even longer way to blatant terrorist attacks against innocents. I suppose that among any group of peaceful protestors there might lurk some who would turn to covert violence, but that's a minor problem compared with Islamicist terror. I don't think the powers that be should be mixing them up.

What makes you believe that they do, in fact, focus more on open protesters?
