Andrew, Bush 41 felt that he had to bend from the pressure being put on him by the UN. That is the only reason he stopped Stormin Norman from burying Baghdad. He should have told the UN the get the hell out of America, and shut up.

Nah, I don't believe it. Bush 41 wanted to get rid of Saddam, but he had no stomach for an occupation of Baghdad. Nation-building was definitely not his thing. So when the Saudis told him five bazillion times that Saddam was mortally wounded and would fall in a few months (they said this in public too), he believed them.
